The 28-year-old right-hander posted a promising 2.04 ERA and 64/20 K/BB ratio over 70 2/3 innings as a rookie back in 2009, but his career has been derailed by a series of personal issues. He's still on the Dodgers' restricted list.

Belisario is expected to receive his passport Monday and has a visa appointment with the U.S. Embassy next week. It appears the worries of Belisario's agent, Paul Kinzer, that the pitcher might not make it to the states at all this season were ill-founded. The 28-year-old should have plenty of time to make up the lost ground and earn a roster spot.

Ronald Belisario has told a Venezuelan newspaper he's still in his native country simply because of a lost passport and he expects to report to Spring Training shortly after obtaining a new one.
Belisario's agent, Paul Kinzer, painted a vastly different picture of the reliever's situation Wednesday, saying he thought his client might be forced to miss the entire season. Kinzer never specified why Belisario was still in Venezuela, though, and admitted that he hasn't heard from his client "in a few weeks." We should get more clarity on this situation soon.

Ronald Belisario's agent Paul Kinzer said Wednesday that he didn't think his client would be able to enter the United States at any time this year.
"Unless some things change drastically, I'm not very optimistic at this point," Kinzer said. He wouldn't specify why Belisario was still in his native Venezuela, but when asked if the right-hander was having trouble securing a visa, Kinzer said, "It goes a little deeper than that." Belisario has been late to camp each of the last two years due to visa issues and missed more than a month of the regular season in 2010 to receive treatment in a substance-abuse program.

The Dodgers are hopeful that Ronald Belisario will report to spring camp on time this year.
But they can't be sure if he actually will. Belisario, 28, had visa problems as a first-year Dodger in 2009 and again had visa problems last spring, delaying his arrival to spring training on both occasions. He also battled substance abuse problems last season and has caused the Dodgers' front office all sorts of headaches off the field since signing on as a free agent two Januaries ago. The right-hander has a great chance to be an effective setup man if he can get his act together.

He has been enrolled in a substance abuse program, according to the source. Belisario was arrested in June 2009 on suspicion of driving under the influence but pleaded guilty to a lesser non-alcohol reckless driving charge in March. He can be kept on the restricted list for a maximum of 30 days.

Ronald Belisario's agent Paul Kinzer used the term "anxiety" to describe why the pitcher was placed restricted list by the team for the second time this season Wednesday.
"It's just some personal problems, and he's got some things he's got to work through," Kinzer said. "It's just a lot of anxiety, and that is about all I want to say right now." Dodgers general manager Ned Colletti wouldn't elaborate, other than to say it is a "personal issue." Belisario can be kept on the restricted list for a maximum of 30 days.

With Jonathan Broxton again unavailable, Ronald Belisario picked up his first save Tuesday against the Giants.
Justin Miller got the ball to start the ninth in a 4-1 game, but he was pulled after allowing a solo homer and a single. Belisario came in and retired the only hitter he faced to end the game. He's throwing very well at the moment, having allowed three runs in 15 2/3 innings this month. Of course, that means his workload is way up again -- he's made 16 appearances in June -- which will probably result in a return to the DL before much longer.

Belisario reported to Dodgers camp five weeks late due to visa problems.
