PHILADELPHIA (AP) — The Phillies have acquired left-handed pitcher Jose Alvarez from the Los Angeles Angels for right-hander Luis Garcia.Alvarez was 6-4 with a 2.71 ERA and one save in 76 appearances in 2018, striking out 59 in 63 innings. He allowed only three home runs to the 261 batters he faced while holding left-handed hitters to a .206 batting average and righties to a .232 mark.The 29-year-old Alvarez is 12-18 with a 3.69 ERA over six seasons with the Tigers and Angels.Garcia went 3-1 with a 6.07 ERA in 59 games last season after posting a career-best 2.65 ERA in 71 1/3 innings in 2017. He is 12-14 with a 4.12 ERA in 251 career appearances, all in relief.Garcia made $1.2 million this year and Alvarez $1.05 million. PHILADELPHIA (AP) — The Phillies did not tender contracts to first baseman Justin Bour and left-hander Luis Avilan, allowing the players to become free agents.Both players were acquired in trades during the season and saw limited action in Philadelphia.Bour hit .224 with one homer and five RBIs in 49 at-bats after batting .227 with 19 homers and 54 RBIs in 112 games for the Marlins.Avilan had a 3.18 ERA in 12 games for the Phillies, spanning 5 2/3 innings. PHILADELPHIA (AP) — The Philadelphia Phillies have agreed to a $5.1 million, one-year deal with Cesar Hernandez, avoiding arbitration with the second baseman who has led the team in batting average each of the past two seasons.The Phillies also reached one-year agreements with third baseman Maikel Franco ($2.95 million), reliever Luis Garcia ($1.2 million) and catcher Cameron Rupp ($2.05 million). Philadelphia has no remaining players eligible for arbitration.Hernandez hit .294 each of the past two years. He's thrived since moving into the leadoff role midway through 2016.Hernandez had a career-best nine homers and a .373 on-base percentage last season.Franco is coming off a disappointing season, although he did lead the Phillies with 24 homers. RHP Luis Garcia saw his streak of good outings end on Saturday when he allowed three runs in the eighth inning of a game the Phillies lost. Garcia had not allowed an earned run in his previous 12 1/3 innings, a stretch of 12 appearances. His 0.48 ERA since Aug. 12 was the best among anyone with as many innings during that stretch.

RHP Luis Garcia had his scoreless-innings streak end at 21 1/3 innings on Sunday as he allowed a run in the eighth inning. It was the first run against Garcia since June 13 against the Red Sox. It was the longest single-season scoreless streak by a Phillies reliever since Larry Andersen's streak of 32 2/3 innings in 1984.
