PHILADELPHIA (AP) — The Phillies have declined club options on left-hander Jason Vargas and right-handers Jared Hughes and Pat Neshek.Vargas was 1-4 with a 5.37 ERA in 11 starts with the Phillies, who acquired him on July 29 from the Mets. He gets a $2 million buyout instead of $8 million for 2020, and New York is sending the Phillies $2 million to offset the cost of the buyout.Hughes had a 3.91 ERA in 25 appearances with the Phillies. He receives a $250,000 buyout instead of $3 million for 2020.Neshek pitched 18 innings in 2019 and only 42 1/3 over the past two seasons while earning $16.5 million. MINNEAPOLIS (AP) — The Minnesota Twins have made more changes to their ravaged bullpen, designating right-hander Blake Parker for assignment.Before their game on Wednesday against the New York Yankees, the AL Central leaders also sent right-hander Kohl Stewart to Triple-A Rochester and promoted left-hander Devin Smeltzer and right-hander Carlos Torres from the International League club.Parker, who signed a one-year, $1.8 million contract as a free agent with the Twins in January, had a 4.21 ERA in 37 games. He recorded only one out in his last appearance on Tuesday, allowing three hits, four runs and one walk.Parker became the fourth reliever dumped by the team in the last two weeks. Adalberto Mejia was eventually claimed off waivers, and Matt Magill and Mike Morin were ultimately traded. HOUSTON (AP) — Robinson Chirinos hit a tiebreaking three-run homer in a four-run seventh inning to give the Houston Astros a 4-1 win over the Cleveland Indians on Sunday night.The Astros were unable to do much against Carlos Carrasco (2-3) before Yuli Gurriel's RBI double in the seventh.
