Eleven of the officers involved in Brown's arrest were disciplined or retrained.The Journal Sentinel reports that Milwaukee Mayor Tom Barrett was surprised by the city attorney's response. Barrett says he wasn't briefed on it before it was filed in federal court Friday night.Brown alleges in the lawsuit that officers targeted him because he is black and that their use of force was unwarranted. Police Chief Alfsonso Morales apologized to Brown for the officer's actions.
