Ortega won the Angels' Minor League Pitcher of the Year in 2008 after posting dominant numbers between Double-A and Triple-A, but he faded in 2009 and has been dealing with elbow issues for close to two years now. The Halos are hoping that throwing in shorter spurts will suit him better. It's worth a shot.
